If elected to the majority on November 8, 2011, we intend to enact the following changes within our first 90 days in office.
We, the undersigned, believe and are dedicated to the process of lowering taxes, curbing spending, increasing government transparency, and protecting the City of New Rochelle’s interests when dealing with developers.

We believe that the following reforms and resolutions will ReNewRochelle

REFORMS
  1. Require the City of New Rochelle to broadcast all public government agency meetings on cable TV.

  2. Authorize implementation of biometric time clocks for all non-salaried employees.

  3. Require that all funds generated within many departments be retained in the departments for maintenance and upkeep purposes.

  4. Authorize the hiring of an independent auditor to perform a detailed examination of the city’s finances.

  5. Require city budgets be produced using a zero baseline budgeting method.

  6. Require GPS tracking and city seals on all city vehicles (except undercover police).

  7. Require the city hall front doors be open during normal business hours.


    
RESOLUTIONS
  1. Appoint a new charter commission to make changes to the current city charter to:
    • eliminate lifetime medical benefits for part-time city council members, including Mayor
    • enact term limits
    • make the city clerk a professional positions
    • shift the city’s fiscal calendar to require the release of the city’s annual budget in second week of October
    • require a super majority to approve the city budget

  2. Place IDA tax abatement decisions under the control of City Council with advisory input from the Board of Education. We recognize that tax abatements adversely affect the ability of the City School District to raise needed funds and moderate the school tax rate.

  3. Prohibit campaign contributions from developers and vendors doing business with the City to all elected officials and those seeking elective office.

  4. Petition the veterans Administration to re-open an office in New Rochelle to administer to our growing veteran community.

  5. Establish a citizens advisory committee to study and recommend ways that the city and school district can share assets and reduce costs.
